SR-497HPC did not come with a fuse in the power cord is this not necessary ?
It's not needed because there is a blade style fuse located on the back of the radio. It's located to the left of the antenna connector.

You have a high SWR. E4 means SWR protection mode stopped the radio from transmitting to avoid damaging your radio.
