When programming does the radio need to be powered up and turned on or no?
Yes, you will need to power on your radio when programming it. You will need to have your radio connected to a 12 volt DC power supply as USB cables are only capable of about 5 volts DC.

Yes, that's correct. Always read from the radio first, make the changes that you wish to and then write to the radio.

How do I know for sure how I am getting the new model SR-89MC when I purchase it?
You will be getting the newer model. The serial number should have 1408 in it rather than 1402.
